DISCUSSION: For this passage, there is no line that says water shutoffs have never been tried before. But it’s implied. Otherwise the author would have mention how they worked in the past.
Normally if a controversy has been going on for a while, then reports will mention the history.

- We know that over 200,000 customers were late (last sentence of the first paragraph of passage B), but we don’t know the total number of customers.
- High income neighborhoods are being targeted only because they won’t be hurt as much. See the last sentence of the first paragraph of passage B.
- The passage says it is better to target high income neighborhoods than low income neighborhoods. But the author may still think its bad to target either group.
- CORRECT. It’s implied that this is the first time water has been shut off, e.g. last sentence of the third paragraph of passage B. Otherwise the passage would have made reference to whether water shutoffs had worked in the past.
- Second-to-last sentence of the third paragraph of passage B does recommend changing the law. But the change could also be to allow liens for fees, and not just taxes.
