Additionally, wouldn’t we deduce that P would be in 1-3 bc we know G&S are in 4-6?

What if G & S occupy slots 5 and 6? Then P could be in 4, and slots 1-3 could have the following order: T, W, L.

Yes, Rule 2 says that P must come before G & S. If P were in slot 5, there wouldn’t be enough space for G & S.
