This question adds a new rule: gas, satellite and telephone can’t be fourth. This really restricts the game. Here’s the new diagram:
Now gas and satellite can only go fifth and sixth!
That also leaves only space one for telephone:
This leaves water, landscaping and power to go in 2-4:
D is CORRECT. The other answers could be true but don’t have to be.

Hey! In the last diagram, you wrote W – L, P which seems to imply that P must go after W, but P can go to 2 and leave W – L at 3 and 4, right? Am I missing something here?

In this method of diagramming, the comma that seperates “W-L, P” shows that these three variables can be placed in any of those three spots (as long as W comes before L). And you’re right, P can definitely go in slot 2 in this scenario.

Normally, it can. But this question ads an extra rule which says that Gas can’t go fourth.
