This answer is wrong. The answer key states that the answer is (D). C would force P & S to be placed consecutively.
I’m looking at the official LSAC book for PT’s 62-71, and the answer key says that the correct answer for Q6 is (C), and the correct answer for Q7 (which you commented on on that page) is (D). Did you receive PT65 from a different company? Sometimes they give out 5-section tests which have an extra section from an earlier test thrown in and you might be looking at the answer key for that section.
