Approach this question with the mindset that you want to put as many variables in as you can.
Unless a rule tells you not to put in a variable, you can put it in.

Rule 4 says that you can have at most 2R in a group that has I. We can include 3I, as you can always do that unless a question says otherwise.

Hi Jane! In the stimulus, it says that no more than 3 subzones can be designated for each use. This means that we can only have up to 3 R, H or I total.

Please explain “…a total of no more than 3 subzones can be designated for each of the three uses.” It reads as each Zone 1,2,3 can have no more than 3 subzones (letters), yet some questions have answers with 4 letters in a zone.

That means that at most, there can be 3 subzones for each type of use. So for example, there can be max three housing subzones, and there can’t be four subzones dedicated to housing across all the zones. So you can have four letters in a zone, but you can’t have four of the same type of letter across the entire game.
