As I wrote in the setup, almost everything is allowed in this game. This question is asking what can’t be true. So don’t spend too long on answers. If they don’t seem impossible or affects a rule, they’re probably possible. You should move on to answers more likely to be correct.
A complies with rule 3. That helps make it possible, not impossible.
B triggers rule 2, but that only means that a tech or finance feature must be in slot one. That’s possible.
C is possible if we place a finance feature in slot one. And we can do that.
D works if we place a tech feature in slot one.
E is CORRECT. What E tells us is that there are no finance or tech features except in slot 5. And the question says that there is a feature in slot 5, so it must be finance or tech.
So this answer violates rule 3. It places a finance or tech feature in slot 5, but it doesn’t place a finance or tech feature in slot 1.
Note: B, C and D all trigger rule two. But these answers work. We just have to put either finance or tech in slot one. Remember that rule two says we must put finance or tech. We don’t need to place the same one that appeared elsewhere. So finance in slot 1, tech in slot 3 works, for example.

Answer E says “each feature except the feature occupying slot 5” – indicating to us that there is a feature occupying slot 5 (and it is not an industry or marketing feature).
I/M/M/_/_ is not possible because there is no valid choice for slot 5 in this case. It must be a feature, but it cannot be an industry or marketing feature. It also cannot be a finance or technology feature, because the first rule tells us that for any finance or technology feature to exist, slot 1 must be a F or T. This leaves us with no valid solution.

During the setup, you stated (FFF)F,F was okay because the question did not say we needed three different features. How does E for #21 mean that F or T is in 5th. Why couldn’t the 5th position be “graphic”? Could (MM),M,I,graphic not be a possibility that would work for 21E?

Question 21 says “each feature EXCEPT slot 5 is either an industry feature or a marketing feature”. This means that slot 5 is a feature, but it can’t be industry or marketing. The only features remaining are either tech or finance because there are no other features possible. It can’t be a graphic because the instructions say that it’s a feature.

Can you explain further why A is allowed?
There must be 3 features.
If i takes spot 1 it means two other features must be selected. There are only 4 features to choose from and rule 2 says if there is an F or T then one of them must be in spot 1. This means that having only one i on spot one will force a violation of rule 2.

The stimulus says that a feature can occupy more than one slot in Rule 1. So, you can have two marketing features so long as they are consecutive. Your newsletter can look like this:
