FACTS:

  1. A new law lets developers use protected land, if they promise to provide habitats for endangered species elsewhere.
  2. Environmentalists like the reform, because normally developers can’t be made to obey the law.
  3. Developers like the reform, because the law is less restrictive than others.

ANALYSIS: This is a win-win situation. Environmentalists and developers are both happy (which is rare), and endangered species will be protected.

  1. This only tells us what environmentalists should do. And the stimulus never mentioned legal battles. It just seemed that developers would successfully avoid the law, possibly without lawsuits.
  2. The stimulus didn’t say whether developers should obey all laws, or only some.
  3. Actually, this law seems stronger than normal, and it serves everyone’s interest.
  4. CORRECT. This law pleases everyone, and seems to work better than other laws.
  5. We know the new law is better than the old law at protecting species. But there might be some even better way to protect species that we haven’t
     
    tried yet.
