ANALYSIS: The two conflicting statements are:

  1. Areas with more stringent safety requirements have more accidents per kilometer driven.
  2. Experts believe that these safety requirements reduce accidents.

One possible explanation is that areas with poor drivers are more concerned with passing regulations, because safety is such a problem. The correct answer (C) takes another route, and gives us a reason that road safety is worse despite the regulations.

  5. This doesn’t add any useful information, since we are talking about accidents per kilometer of driving. It wouldn’t matter if there were 100 km or 100,000: the stimulus is referring to the accident rate.
