QUESTION TYPE: Weaken

CONCLUSION: The amount of pollution older US automobiles contribute to the global atmosphere will become gradually lower over the next decade.

ANALYSIS: It is only “many jurisdictions” that don’t allow the old automobiles to pass safety inspections. So it is probable that many countries still allow the old cars. The big question is: what happens to the old cars once they fail inspection? Owners will get new cars, but if they sell the old cars then someone might still use them.

  1. If American cars are being scrapped worldwide then this won’t be an issue. The stimulus talked about American cars causing pollution globally. It doesn’t really matter whether pollution moves or not.
  2. That’s good news. But the stimulus was making a conclusion about currently old cars.
  3. CORRECT. This means that all of the old cars are still in use elsewhere and polluting the global atmosphere.
  4. This would still allow a gradual reduction, since old cars will continue to fail safety inspections in those jurisdictions that do have emissions-controls.
  5. That’s fine. The conclusion was very specific: the amount of pollution caused by older cars will decrease.
