Can’t we also infer that W and Y cannot originate in N? There’s no way for I to have more than N if they did.

Yes that is correct. If WY originated in N, then X would have to have originated in S. That, in conjunction with rule 4 would cause N to have more artifacts than I, which violates rule 3.
