- This is total nonsense. It takes words used in the passage, and combines them in a way that doesn’t have much meaning. Lines 36-40 were fairly clear, and they have nothing to do with this answer.
There’s nothing much else to say except to point out that the passage did not argue that specific fuel types are dependent on weather. - Lightning is part of weather. But that’s as far as this goes. Read lines 39-41. They explain the purpose of the three factors: we can only control fuel, so we should focus there.
