I understand the rule that G or I must be in each city, but I do not understand why on scenario two I is automatically placed with H in Tokyo. You could also place G with H in Tokyo and get the scenario:
M: G, I
S: I, F
T: H, G
You’re right! But I had a look at my setup, and I was actually splitting on I, rather than G. So, the scenario you drew fits totally fine with the first scenario I sketched, where I is in M and S.
That said, I see how it’s confusing! I should perhaps add a note that I was splitting on I, not G. The idea was that since I has to go in S, then we can create two scenarios: One with I in in M, and one with I in T.
