- scenario 1: J is fourth, H is fifth. (The commas between H, J indicate they can go in either order in the two open slots below)
- scenario 2: KH are 4th and 5th, and K is urban.
C is CORRECT. H can’t be fourth, because H is always rural.
A and B are possible in scenarios 1 and 2, respectively. D and E are possible in scenario 1, where J is urban in 4th and H goes 5th.

Is the answer C, not B? By having spot 4 be urban and spot 1 be rural, we can break the puzzle down side by side. If KF is on the front side, J must be 4 (urban) and H must be 5 rural. If KF is on the back side, both H and J must be in spots 1 and 2 respectively. This means F can be in spot 2 or 5 (eliminating answers A&B), H can be in spot 5 (eliminating answer D), and J can be in spot 4 (eliminating answer E).
