REASONING: The strongest supporters of the law are wealthy outsiders.

ANALYSIS: There are many flaws. First, the law may bring some benefits for the residents, too. Second, we’re not told what problems the law will bring. Third, the law may help some residents and hurt others.

So there could be some residents who genuinely support the law because it helps them.
