CONCLUSION: The commissioner argues his decision on the power plant issue wasn’t made too quickly.

REASONING: He followed the neighborhood association’s recommendations, though without studying them too thoroughly.

He also followed the neighborhood association’s recommendations on moving the jail, some time ago.

ANALYSIS: What is this mysterious neighborhood association, and why should we care what they say? What do they know about power plants? And what’s so magical about a written report?

There are many questions, and the commissioner provides few answers.

  1. We don’t know anything about the neighborhood association. Why should we trust their opinions about the power plant?
  2. CORRECT. The commissioner’s memory sounds pretty good. He didn’t read the report thoroughly, but it doesn’t sound like he’s forgotten what he knows about it.
  3. Power plants are complicated things. The commissioner should probably consult with many groups, and not just the neighborhood group.
  4. Many reports are garbage. Just because something is written on paper doesn’t make it true.
  5. We don’t even know if the earlier recommendation was any good. Maybe the neighborhood association bungled the jail issue.
