The answers are very abstractly worded. The new school is the steady-state school (lines 1-2).
The prevailing school is the neoclassical school.

Keep those terms in mind, and the answers are much clearer.

The paragraph gives the views of the steady-state school, it doesn’t contradict them. - Nonsense. The neoclassical school is the “prevailing” school. The final paragraph supports the steady-state school.
This answer uses fancy words to disguise its simple (and wrong) meaning. - The new school is the steady-state school. The final paragraph tells us about their views. Lines 50-59 recommend steady-state policies. There’s no objection given.
- CORRECT. The warning is on lines 44-47, and the new policy is on lines 50-59.
This answer doesn’t mention lines 37-44, but it’s by far the best choice. - The only steady-state recommendation is on lines 50-59. There was no earlier recommendation.
