Actually, it isn’t. But that’s fine, look at what the question asks: The author would “most probably” agree with which one?
So the author might disagree with D. But they didn’t mention us becoming poorer, and they’d like the developing world to become rich (lines 2-4). So presumably they think an industrial ecosystem could make us well off.
