DISCUSSION: Authoritarian rulers seem to like power. Democratic reforms cost them power, but allow them to hold on to at least some influence. That’s better than nothing.

  1. We have no evidence the rulers care about the health of the nation. As far as we know, they only care about themselves.
  2. If rulers believed this, then they would always make democratic reforms. Instead, they only reform when they’re forced to.
  3. Same as B. 
  4. Rulers only seem to care about the economy if it helps them keep power.
  5. CORRECT. By giving up a bit of power in the short term, rulers can hold onto at least some power in the long term.
