  3. CORRECT. Yes. Why is the bill being passed in the first place, and why is it popular? Economics is not the only relevant measure.
  4. It’s common knowledge (and thus a warranted assumption) that legislators consider economic impacts. Arguments don’t need to state every single assumption.
