I understand the logic for why the question refers to transfers on days other than Monday, but why is it that the other non-restricted transfers can’t take place? Answer choices C and D are not prohibited by the original rules, and I don’t get why those are wrong.

How do you ascertain the transfer from M to J must occur at the beginning of any workdy that is not Moday? From the Setup of the Game, one thing for sure is the transfer from M to J must happen once within the round. When the transfer will happen is in the air. Could it be on Monday? Thank you so much!

The transfers happen EVERY round. Except the first one.
On the first round, workers are placed. On all future rounds, workers are transferred, and so the transfer rules apply. That’s why the question talks about every day that’s not Monday.
