CONCLUSION: The survey found that Center City had the highest dropout rate from its schools.

REASONING: The asked all residents of Center City whether they graduated.

ANALYSIS: The survey won’t be accurate if high school grads have moved away or if dropouts have moved into town and become residents.

Residents of Center City aren’t necessarily the same as the people who went to Center City’s schools.

  1. This would increase the dropout rate. That doesn’t help the official criticize the report.
  2. It doesn’t matter how fast the residents finished. It only matters whether they did finish.
  3. CORRECT. The survey asked all residents, but the conclusions were about the local school system. So the survey can’t account for people who went to school elsewhere and moved in, or people who went to school in center city and moved away.
  4. The future doesn’t matter. The survey’s conclusion was about the past and present.
  5. This doesn’t matter. The dispute is over how many people got a diploma, no matter what it is worth.
