CONCLUSION: People’s antagonism towards development can harm a city.

REASONING: Nightclubs are unpopular because of their late hours. If neighborhoods can block new clubs, the city will never get new clubs.

ANALYSIS: We’re looking for a link that tells us why it’s “harmful for a city” if the city “will never get new clubs”.

Basically, we’re looking for an answer choice that says not getting new clubs will be harmful for the city.

  1. This one is out of scope. Decisions made at the city level are irrelevant.
  2. “All” makes this answer choice too strong.
  3. CORRECT. The argument depends on assuming that it’s a bad thing if the city never gets new nightclubs.
  4. We don’t know about people’s perceptions of development that don’t keep late hours (or aren’t nightclubs).
  5. This is also worded too strongly (“invariably”) and so isn’t necessary. Not every new nightclub must produce some benefits for the conclusion to be valid.
