QUESTION TYPE: Strengthen – Exception

CONCLUSION: There won’t be many fewer strays even if the city pays for pets to be neutered.

REASONING: 80% of pet owners already neuter their pets.

ANALYSIS: This isn’t a great argument. Maybe those 20% of pets that aren’t spayed product a LOT of strays.

  1. This shows that pets aren’t the problem. So neutering them won’t help much.
  2. CORRECT. This weakens the argument. It shows that some pets might produce strays before their owners get around to neutering them.
  3. This shows that neutering pets won’t help much. We have to go after the strays.
  4. This shows that the owners wouldn’t neuter their pets even if the city gave them the money to do it.
  5. This shows that the 20% of non-neutered pets aren’t producing strays.
