LR Question 3 Explanation

QUESTION TEXT: Editorial: The government should not fund any part of…

QUESTION TYPE: Principle

CONCLUSION: The government shouldn’t use lottery revenue to fund health care.

REASONING: Lottery revenue might decline. Health care is essential.

ANALYSIS: The author is arguing that health services are necessary and lottery revenues are uncertain. The underlying premise is that essential services should only be funded from stable revenue sources.

___________

  1. The argument wasn’t talking about how to spend money. The argument was instead about which money to use for spending that is already planned (health spending).
  2. CORRECT. If this weren’t true, then the argument wouldn’t make sense. The only reason lottery funding is unsuitable for health care is because health care is essential.
  3. We don’t even know if this is true. The author said that lottery money is unsuitable for health care because health care is essential. But maybe some less essential services could be funded from the lottery.
  4. The author didn’t say what governments should think. The author’s argument is that health is essential, and it doesn’t matter if governments agree or not.
  5. This just randomly combines two concepts from the stimulus. In the stimulus, lotteries were mentioned as the cause of shortfalls. Maybe some money should be set aside, but that has nothing to do with the proper source of funding for healthcare.
