DISCUSSION: See the last sentence of the third paragraph of passage A. Legislative oversight is a protection against capricious enforcement. The legislature wants to make sure enforcement sticks to the intent of the law (last two lines of the third paragraph of passage A).

  1. This is just common sense. Cities won’t enforce the law beyond their capacity to do so.
  2. Following the legislature’s intent is the opposite of capricious enforcement. The last sentence of the third paragraph of passage A show that the legislature is watching to prevent capricious enforcement.
  3. Enforcing based on damage is a decent idea. Capricious enforcement, on the other hand, is bad. The legislature is watching to make sure it doesn’t happen.
  4. This is close. Capricious enforcement ignores the intent of the law (last two lines of the third paragraph of passage A). But we don’t know why police officers ignore the intent of the law. They might understand the difference between intent and letter of the law, but enforce capriciously for other reasons. Maybe they’re mean?
  5. CORRECT. See last two lines of the third paragraph of passage A and the explanation above.
