DISCUSSION: It should go without saying that before answering this question you should read the final sentence, and the text before it, to get context.

The last sentence shows that other industries have also faced difficult adjustments. The difficulty and uncertainty help explain why publishers are slow to change.

They can’t easily get rid of their old model. And they’re afraid that getting rid of their old model might be the wrong move. So they hesitate.
