DISCUSSION: The Chinese immigrants are mentioned on lines 31-32. Whenever a specific line is mentioned, you should read above and below that line for context.

In this case, lines 23-26 provide the answer. The Pico struggle shows new roles that recent immigrants can play.

The Pico workers were not immigrants. So the passage mentions the Chinese workers as an example of this new role.

(It’s a poor example. It’s not clear what role the Chinese immigrants played.)

    Further, we have no evidence that any Chinese workers came on a trip to the United States. That was the problem faced by the Korean community.
